If you are using a mouse with a scroll bar you can set this to zoom in and out of your picture. This is not the default option. To set it go to edit – preferences – general and select the tick for zoom with scroll wheel.

This is definitely my favourite tip so far. It drives me crazy that the scroll wheel zooms in Elements, but not in CS3 - my problem is now solved. Thank you.
